Jim has over 28 years of law enforcement experience. He retired as the Deputy Chief of the Groton, Massachusetts Police Department. He served 12 years with the North Eastern Massachusetts Law Enforcement Council (NEMLEC) Regional Response Team (RRT). He has served as an Active Shooter Instructor for the GPD, neighboring agencies, and the Massachusetts Municipal Police Training Council (MPTC). He was a Drug Unit Task Force Officer (TFO) with the Boston FBI and a Law Enforcement Fellow/TFO with the FBI Violence Reduction Unit/Active Shooter Team in Washington, DC.
After retirement, he was hired by the FBI as a Management and Program Analyst serving on the Violence Reduction Unit/Active Shooter Initiative, where he taught Active Shooter courses at FBI Headquarters in Washington, DC and at the FBI Academy in Quantico, Virginia. He maintains his law enforcement certifications, still working part-time. He is an Adjunct Instructor for Advanced Law Enforcement Rapid Response Training (ALERRT) and is also doing private consulting.
Jim holds certifications as an Active Shooter Instructor in law enforcement and civilian disciplines. He is a graduate of the FBI Crisis Negotiation Course and the 243rd Session of the FBI National Academy. He has earned two master’s degrees, one in Criminal Justice Administration from Western New England College and the second in Leadership from Norwich University.
