Frederick “Rick” Tustin

Rick retired as the Chief of the Winchester, Massachusetts Fire Department with 37 years of service and served as the Emergency Management Director. He has extensive experience working with both the public and private sectors in fire prevention, emergency management, code enforcement, life safety education, and engineering which includes design, plan review and approval. He brought the S.A.F.E. (Student Awareness of Fire Education) program to the town and expanded youth services to include Juvenile Firesetter Intervention. He also served as public safety co-chair for the Winchester Public School District Incident Management team. He was the first fire department member of the North Eastern Massachusetts Law Enforcement Council (NEMLEC) School Threat Assessment Response Systems (STARS) Task Force.    

Rick is a former member of the Massachusetts Fire Training Council and the State Fire Marshal’s Public Fire and Life Safety Education Task Force. He taught for many years at the Massachusetts Fire Academy as an Instructor for Public and Life Safety Education. He is the past president of the Massachusetts Association of Safety and Fire Educators and the Fire Prevention Association of Massachusetts. He is an active member of the National Fire Prevention Association (NFPA), the International Fire Marshal’s Association and the Fire Service Section of the NFPA.    

He served for 16 years as chair of the Mystic Regional Emergency Planning Committee which serves 36 Communities. He was awarded the 2005 MA Public Fire and Life Safety Educator of the Year and the 2010 Norman Knight Community Service Firefighter of the Year. Rick holds a bachelor’s degree in Fire and Emergency Service Administration and is a graduate of the UMASS/Massachusetts Fire Academy Chief Fire Officer Management program.    

Rick is a partner in A.C.T. for Safety, LLC consulting and have done extensive work with schools and private industry in creating safe school/workplace plans, implementing safety drills, and exercises and building strong partnerships with local public safety agencies.
